As part of assessment analysis, JB & Associates identified and evaluated the following 7 key areas: Traffic Signal Operations, Traffic Signal Timing Policy, Traffic Signal Timing Software, Assessment of TMC Operations, Special Events Management, Traffic Operation and Engineering staff, and Development of Citywide Traffic Signal and Communication Master Plan.
JB & Associates assisted with the preparation of a Signal Timing Manual for use by City's traffic engineers and operations staff and provided technical assistance regarding staffing levels and job classifications .

As a subcontractor to Louise and Associates, JB & Associates conducted a Process Improvement Study for the Traffic engineering, Maintenance Services and Capital Improvement Divisions.
The study's purpose was to improve issuance of work orders, work order tracking, review of capital projects during the design phase and construction phase. Develop clear communication procedures among staff in respective divisions in order told improve operational efficiencies and Public Works customer service teams.
